ГБУЗ СК «Минераловодская районная больница» — многопрофильное лечебное учреждение в Минераловодском городском округе, оказывающее квалифицированную первичную медико-санитарную помощь, специализированную медицинскую помощь, скорую медицинскую помощь, стационарную и паллиативную медицинскую помощь населению.
Медицинская помощь населению оказывается сетью лечебно-профилактических учреждений, входящих в состав ГБУЗ СК «Минераловодская РБ»:
- круглосуточный стационар РБ на 388 коек неврологического, терапевтического, кардиологического, инфекционного, педиатрического, хирургического, травматологического профилям, паллиативная медицинская помощь, анестезиология и реанимация;
- 20 коек дневного стационара при больничном учреждении;
- городская поликлиника на 937 посещений в смену и 16 коек дневного стационара;
- поликлиника № 2 на 171 посещение в смену;
- детская поликлиника на 400 посещений в смену и дневной стационар на 6 коек;
- 5 участковых больниц на 103 койки круглосуточного стационара и 25 коек
дневного стационара при больничном учреждении;
- 7 врачебных амбулаторий на 157 посещений в смену и 9 коек дневного стационара;
- стоматологическая поликлиника на 250 посещений в смену терапевтического, хирургического, ортодонтического, пародонтологического, ортопедического профилей;
- станция скорой медицинской помощи;
- 22 фельдшерско-акушерских пункта.
Медицинская помощь оказывается согласно территориальной программе государственных гарантий бесплатного оказания гражданам медицинской помощи на территории Ставропольского края на 2022 год и плановый период 2023 и 2024 годов, согласно постановления Правительства Российской Федерации от 06.03.2013 № 186 «Об утверждении Правил оказания медицинской помощи иностранным гражданам на территории Российской Федерации» в соответствии с действующей лицензией на оказание видов медицинской помощи, а также на основании Устава учреждения.
В учреждении работают 3 «Заслуженных врача Российской Федерации», 63 «Отличников здравоохранения», 4 кандидата медицинских наук.
Медицинская помощь иностранным гражданам оказывается согласно постановления Правительства Российской Федерации от 06.03.2013 № 186 «Об утверждении Правил оказания медицинской помощи иностранным гражданам на территории Российской Федерации» в соответствии с действующей лицензией на оказание видов медицинской помощи, а также на основании Устава учреждения.
Предоставление платных медицинских услуг регламентируется действующим законодательством Российской Федерации, Правилами предоставления медицинскими организациями платных медицинских услуг, утвержденных Постановлением Правительства от 4 октября 2012 г № 1006 «Об утверждении правил предоставления медицинскими организациями платных медицинских услуг».
Перечень предоставляемых медицинских услуг
Иностранным гражданам, у которых нет полиса, бесплатно доступна только первая и скорая медицинская помощь.
Первая медицинская помощь — комплекс экстренных медицинских мероприятий, проводимых внезапно заболевшему или пострадавшему на месте происшествия и в период доставки его в медицинское учреждение. Первую медицинскую помощь обычно оказывают пожарные, спасатели и т.д. Вызов медработников (бригады скорой помощи) тоже относится к первой медицинской помощи.
Скорая медицинская помощь — вид медицинской помощи, оказываемой гражданам сотрудниками медицинских учреждений при заболеваниях, несчастных случаях, травмах, отравлениях и других состояниях, требующих срочного медицинского вмешательства. Врачи приведут пациента в стабильное состояние, а вот дальнейшее лечение будет возможно только при наличии медицинского полиса или оплаты услуг.
Все остальные медицинские процедуры и услуги являются платными. Для получения медуслуг иностранному гражданину необходимо приобрести страховой полис добровольного медицинского страхования (ДМС), покрывающий консультации специалистов, анализы, обследования, выписку рецептов и т.д., либо оплачивать эти услуги в кассе поликлиники или больницы за счет личных средств.

Круглосуточное стационарное лечение: неврологический, терапевтический, кардиологический, инфекционный, педиатрический, хирургический, травматологический профили, паллиативная медицинская помощь, анестезиология и реанимация, коронавирусная инфекция COVID-19.
Амбулаторное лечение: акушер-гинеколог, аллерголог, гастроэнтеролог, дерматовенеролог, кардиолог, невролог, онколог, оториноларинголог, офтальмолог, ревматолог, терапевт, психиатр, пульмонолог, травматолог-ортопед, инфекционнист, медицинский психолог, ревматолог, стоматолог, уролог, хирург, эндокринолог, фтизиатр.
Алгоритм обращения в медицинскую организацию для иностранного гражданина
2. При обращении в стационар
1. Стационарная медицинская помощь иностранному гражданину предоставляется при заболеваниях и состояниях, представляющих угрозу жизни пациента, бесплатно в течении трех дней до выхода из этого состояния, а далее по оплате фактической стоимости услуг и по фактическому пребыванию пациента в стационаре, и по полису ОМС (при наличии).
2. Для плановой госпитализации необходимо:
- клинический анализ крови (давностью не более 30 дней);
- биохимический анализ крови (давностью не более 30 дней);
- тест на ПЦР (давностью не более 72 часов);
- маркеры на RW, ВИЧ и гепатиты (давностью не более 30 дней);часов
- общий анализ мочи (давностью не более 30 дней);
- ЭКГ (давностью не более 30 дней);
- флюорография (давностью не более 30 дней);
- для женщин при возможности – осмотр акушера-гинеколога (давностью не более 30 дней);
- при наличии сопутствующей патологии – заключение профильного специалиста (давностью не более 30 дней),
- полная оплата медицинских услуг исходя из предполагаемого объема предоставления этих услуг.
Противопоказанием к госпитализации в стационар ГБУЗ СК «Минераловодская районная больница» являются:
- заболевания нервной системы и состояния, требующие госпитализации в специализированные лечебные учреждения;
- другие хирургические заболевания, требующие наблюдения и лечения в специализированном стационаре.

Социальный проект «ЗА ЗДОРОВЬЕ»
Здоровье доступно каждому: региональный проект «За здоровье!», начатый в Ставропольском крае 2018 году дал положительный результат и продолжится в 2021 году. Он включал в себя посещение опытными врачами – специалистами городов и сёл края. Они обследуют и консультируют ставропольцев, чтобы помочь им предотвратить болезни или вовремя обнаружить проблемы со здоровьем. На базе медицинских учреждений в территориях проходят «Школы здоровья» – занятия с жителями, на которых специалисты медучреждений края рассказывают о профилактике болезней, правильном питании, методах диагностики и возможностях медицинской помощи. Также осуществляются выезды мобильных бригад врачей осуществляющих прием граждан в территории обслуживания медицинской организации.
Правила оказания медицинской помощи иностранным гражданам на территории Российской Федерации
(утверждены постановлением Правительства РФ от 6 марта 2013 г. N 186)
1. Настоящие Правила определяют порядок оказания медицинской помощи иностранным гражданам на территории Российской Федерации.
2. Медицинская помощь иностранным гражданам, временно пребывающим (временно проживающим) или постоянно проживающим в Российской Федерации, оказывается медицинскими и иными осуществляющими медицинскую деятельность организациями независимо от их организационно-правовой формы, а также индивидуальными предпринимателями, осуществляющими медицинскую деятельность (далее - медицинские организации).
3. Медицинская помощь в экстренной форме при внезапных острых заболеваниях, состояниях, обострении хронических заболеваний, представляющих угрозу жизни пациента, оказывается иностранным гражданам медицинскими организациями бесплатно.
4. Иностранные граждане, являющиеся застрахованными лицами в соответствии с Федеральным законом "Об обязательном медицинском страховании в Российской Федерации", имеют право на бесплатное оказание медицинской помощи в рамках обязательного медицинского страхования.
5. Скорая, в том числе скорая специализированная, медицинская помощь оказывается иностранным гражданам при заболеваниях, несчастных случаях, травмах, отравлениях и других состояниях, требующих срочного медицинского вмешательства.
Медицинскими организациями государственной и муниципальной систем здравоохранения указанная медицинская помощь оказывается иностранным гражданам бесплатно.
6. Медицинская помощь в неотложной форме (за исключением скорой, в том числе скорой специализированной, медицинской помощи) и плановой форме оказывается иностранным гражданам в соответствии с договорами о предоставлении платных медицинских услуг либо договорами добровольного медицинского страхования и (или) заключенными в пользу иностранных граждан, указанных в пункте 4 настоящих Правил, договорами в сфере обязательного медицинского страхования.
7. Медицинская помощь в плановой форме оказывается при условии представления иностранным гражданином письменных гарантий исполнения обязательства по оплате фактической стоимости медицинских услуг или предоплаты медицинских услуг исходя из предполагаемого объема предоставления этих услуг (за исключением случаев оказания медицинской помощи в соответствии с пунктом 4 настоящих Правил), а также необходимой медицинской документации (выписка из истории болезни, данные клинических, рентгенологических, лабораторных и других исследований) при ее наличии.
8. После завершения лечения иностранного гражданина в его адрес или адрес юридического либо физического лица, представляющего интересы иностранного гражданина, по согласованию с указанным гражданином направляется выписка из медицинской документации с указанием срока оказания медицинской помощи в медицинской организации, а также проведенных мероприятий по профилактике, диагностике, лечению и медицинской реабилитации.
Медицинская документация, направляемая из Российской Федерации в другое государство, заполняется на русском языке.
9. Счета-фактуры за фактически оказанную медицинскую помощь в течение 10 дней после окончания лечения направляются медицинской организацией в адрес иностранного гражданина или юридического либо физического лица, представляющего интересы иностранного гражданина, если иное не предусмотрено договором, в соответствии с которым она была оказана (за исключением случаев оказания медицинской помощи в соответствии с пунктом 4 настоящих Правил).
10. Споры, связанные с оказанием медицинской помощи или несвоевременной оплатой счетов-фактур за фактически оказанную медицинскую помощь, разрешаются в порядке, предусмотренном законодательством Российской Федерации.
11. В случае если международным договором Российской Федерации установлен иной порядок оказания медицинской помощи иностранным гражданам, применяются правила международного договора.
GBUZ IC "Mineralovodsk District Hospital" is a multidisciplinary medical institution in the Mineralovodsk city district, providing qualified primary health care, specialized medical care, emergency medical care, inpatient and palliative medical care to the population.

Medical care is provided according to the territorial program of state guarantees of free provision of medical care to citizens on the territory of the Stavropol Territory for 2022 and the planning period of 2023 and 2024, according to the Decree of the Government of the Russian Federation dated 06.03.2013 No. 186 "On approval of the Rules for the provision of medical care to foreign citizens on the territory of the Russian Federation" in accordance with the current license for the provision of types of medical care assistance, as well as on the basis of the Charter of the institution.

The provision of paid medical services is regulated by the current legislation of the Russian Federation, the Rules for the Provision of Paid Medical Services by Medical Organizations, approved by Government Decree No. 1006 of October 4, 2012 "On approval of the rules for the provision of paid medical services by medical organizations".
List of medical services provided:
* Only first and emergency medical care is available free of charge to foreign citizens who do not have a policy.
* First aid — a complex of emergency medical measures carried out for a suddenly ill or injured person at the scene of an accident and during his delivery to a medical institution. First aid is usually provided by firefighters, rescuers, etc. The call of medical workers (ambulance crews) also refers to first aid.
* Emergency medical care is a type of medical care provided to citizens by employees of medical institutions in cases of diseases, accidents, injuries, poisoning and other conditions requiring urgent medical intervention. Doctors will bring the patient to a stable condition, but further treatment will be possible only if there is a medical policy or payment for services.
• All other medical procedures and services are paid. To receive medical services, a foreign citizen must purchase a voluntary medical insurance policy (VMI), covering specialist consultations, tests, examinations, prescriptions, etc., or pay for these services at the cash desk of a polyclinic or hospital at the expense of personal funds.

* Round-the-clock inpatient treatment:
neurological, therapeutic, cardiological, infectious, pediatric, surgical, traumatological profiles, palliative care, anesthesiology and resuscitation, COVID-19 coronavirus infection.
Algorithm for applying to a medical organization for a foreign citizen:
1. When contacting the polyclinic
A foreign citizen (or his legal representative) applies to the registry of the polyclinic
The medical registrar finds out the purpose of the appeal, identifies the identity of a foreign citizen (or his legal representative) by
-a document certifying the identity of a foreign citizen( or his legal representative); a birth certificate; a document confirming the powers of a legal representative
The medical registrar determines the grounds for providing a foreign citizen (hereinafter referred to as the patient) with free medical care (emergency medical care, under an MHI policy, under a VMI policy) or paid medical care. If it is necessary to provide emergency medical care, medical care is provided until the threat to life disappears and the condition is stabilized.
The medical registrar informs the patient:
• about the possibility of obtaining the necessary medical services;
* on the Rules for providing medical care to foreign citizens on the territory of the Russian Federation, approved by the Decree of the Government of the Russian Federation No. 186 of 06.03.2013;
* about the specialists who provide services, their education and qualifications;
* on the rights and obligations of citizens insured under compulsory medical insurance (when providing medical care under compulsory medical insurance);
* about the rules for providing paid services in the State Budgetary Institution of the IC " Mineralovodsk District Hospital, the cost of the desired services.
The medical registrar directs the patient

2. When applying to the hospital
1. Inpatient medical care for a foreign citizen is provided free of charge for diseases and conditions that pose a threat to the patient's life for three days before leaving this state, and then for paying the actual cost of services and for the actual stay of the patient in the hospital, and under the CHI policy (if available).
2. For planned hospitalization, it is necessary:
- clinical blood test (no more than 30 days old);
- biochemical blood test (no more than 30 days old);
- PCR test (no more than 72 hours old);
- markers for RW, HIV and hepatitis (no more than 30 days old); hours
- general urinalysis (no more than 30 days old);
- ECG (no more than 30 days old);
- fluorography (no more than 30 days old);
- for women, if possible, an examination by an obstetrician-gynecologist (no more than 30 days ago);
- in the presence of concomitant pathology-the conclusion of a specialized specialist (no more than 30 days ago),
- full payment for medical services based on the expected volume of provision of these services.
Contraindication to hospitalization in a hospital
GBUZ IC "Mineralovodsk district Hospital" are:
- diseases of the nervous system and conditions requiring hospitalization in specialized medical institutions;
- other surgical diseases that require observation and treatment in a specialized hospital.

Social project "FOR HEALTH"
Health is available to everyone: the regional project " For Health!", launched in the Stavropol Territory in 2018, gave a positive result and will continue in 2021. Rules for providing medical care to foreign citizens on the territory of the Russian Federation
(approved by the Decree of the Government of the Russian Federation No. 186 of March 6, 2013)
1. These Rules determine the procedure for providing medical care to foreign citizens on the territory of the Russian Federation.
2. Medical assistance to foreign citizens temporarily staying (temporarily residing) or permanently residing in the Russian Federation is provided by medical and other organizations engaged in medical activities, regardless of their organizational and legal form, as well as individual entrepreneurs engaged in medical activities (hereinafter referred to as medical organizations).
3. Medical assistance in an emergency form in case of sudden acute diseases, conditions, exacerbation of chronic diseases that pose a threat to the patient's life is provided to foreign citizens by medical organizations free of charge.
4. Foreign citizens who are insured persons in accordance with the Federal Law "On Compulsory Medical Insurance in the Russian Federation" have the right to free medical care within the framework of compulsory medical insurance.
5. Ambulance, including specialized ambulance, medical care is provided to foreign citizens in cases of diseases, accidents, injuries, poisoning and other conditions requiring urgent medical intervention.
Medical organizations of the state and municipal health care systems provide this medical care to foreign citizens free of charge.
6. Medical assistance in an emergency form (with the exception of emergency, including emergency specialized medical care) and planned form is provided to foreign citizens in accordance with contracts for the provision of paid medical services or voluntary medical insurance contracts and (or) contracts in the field of compulsory medical insurance concluded in favor of foreign citizens specified in paragraph 4 of these Rules.
7. Medical care in the planned form is provided subject to the submission by a foreign citizen of written guarantees of fulfillment of the obligation to pay the actual cost of medical services or prepayment of medical services based on the expected volume of provision of these services (except for cases of medical care in accordance with paragraph 4 of these Rules), as well as the necessary medical documentation (an extract from the medical history, data from clinical, radiological, laboratory and other studies), if available.
8. After the completion of the treatment of a foreign citizen, an extract from the medical documentation is sent to his address or to the address of a legal or natural person representing the interests of a foreign citizen, in agreement with the specified citizen, indicating the period of medical care provided in a medical organization, as well as the measures taken for prevention, diagnosis, treatment and medical rehabilitation.
Medical documentation sent from the Russian Federation to another state must be filled in in Russian.
9. Invoices for the actual medical care provided within 10 days after the end of treatment are sent by the medical organization to the address of a foreign citizen or a legal entity or individual representing the interests of a foreign citizen, unless otherwise provided by the contract under which it was provided (except for cases of medical care in accordance with paragraph 4 of these Rules).
10. Disputes related to the provision of medical care or late payment of invoices for the actual medical care provided shall be resolved in accordance with the procedure provided for by the legislation of the Russian Federation.
11. If an international treaty of the Russian Federation establishes a different procedure for providing medical care to foreign citizens, the rules of the international treaty shall apply.
